The EU IFI Network comments on Finland's draft proposal (VN/33009/2023) to reorganize Independent Fiscal Institution (IFI) tasks between the NAOF and the EPC. The Network strongly urges that this redistribution must not weaken independent oversight, reduce resources, or diminish functional autonomy. A key concern is the EPC's connection to the Finnish Ministry of Finance, which could compromise independence. The Network stresses the need to fully maintain minimum standards for IFIs, ensuring safeguarded independence, adequate resources, and timely access to information in the new arrangement, insisting the standards must be no lower than the current framework.
